San Diego Resident to Lead the 2024-2025 San Diego County Civil Grand Jury
James Tuck was selected as the foreperson of the 2024-2025 San Diego County Grand Jury, which started service on July 1, 2024.
Together with 18 other San Diego County residents, he represents the people of San Diego County in a watchdog role investigating governmental agencies and public entities within the county.
Born in Durham, North Carolina, Tuck grew up throughout the United States as a military child. He now resides in Linda Vista.
“I’ve always been a bit of a jury duty nerd. I’m proud to say I was that guy in the office who looked forward to receiving his jury duty summons,” said James Tuck. “I have served on a number of juries in San Diego and find the selection and trial processes fascinating. For the public, what may seem like a mundane civil trial can be more exciting than an episode of Law & Order. Above all else, the system doesn’t work if we aren’t willing to get involved.”
Tuck emphasizes the grand jury’s California state mandate to help San Diego County government agencies work better for the people of San Diego.
“We are a body of 19 ordinary citizens coming together to bring the wisdom of our collective experience to help government consider and forge new pathways for enhancing the lives of our fellow San Diego County constituents. As foreperson, I take this mission very seriously and look forward to supporting my fellow grand jurors to see it through to fruition.
“It is the grand juror’s commitment, expertise, and passion that allows our government to see its processes in a new light and to show how its actions may affect citizens across the county.”
To demonstrate the impact of the grand jury, Tuck points to examples of meaningful recommendations from previous civil grand juries about how the county approaches topics such as Equitable Representation of Port Cities and Management of Tidal Lands, Detention Facilities, Human Trafficking, and Sustainable Permanent Supportive Housing.
“Because members of the grand jury are selected from the community in which it serves, all grand jurors have a vested interest in affecting positive outcomes and helping government work – and work better,” said Tuck.
